15.septembril toimus AQVA Hotel & Spa konverentsisaalis Lääne-Viru Omavalitsuste Liidu (VIROL) 2-aastase projekti „Lääne-Viru maakondliku integreeritud teenusmudeli väljaarendamine koolist väljalangemise ennetamiseks” avaüritus.
- Projekt keskendub koolist väljalangevuseriskis laste ja noorte toetamisele.
- Protsessi käigus valmivad uuenduslikud integreeritud koostöömudelid, sh juhendmaterjalid varajaseks märkamiseks ja ennetustööks kohalikele omavalitsustele ja haridusasutustele.
- Igas kohalikus omavalitsuses viiakse läbi koolide ja lasteaedade õpetajate koolitused.
- Haridusasutuste juurde luuakse tugimeeskonnad, kelle ülesandeks jääb oma koolis teadmisejagamine ja koolisisese võrgustiku edendamine.
Avaüritust ja kogu järgnevat koosloome protsessi veab Sotsiaalse Innovatsiooni Labor (Si-Lab). Esimesel kohtumise tutvustati projekti ja koosloomeprotsessi, osalejad said minikoolituse koosloome ja teenusedisaini (Rasmus Pedanik) ning ennetuse (Jaan Aps) teemal. Kohtumise viimases osas alustas iga kohaliku omavalitsuse meeskond kaardistama enda piirkonna teenuseid ja ressursse, mis on ühtlasi sisend järgmiseks kohtumiseks.
- Järgmised kohtumised toimuvad juba 3. ja 4.oktoobril veebikeskkonnas ning 18., 20., 25.oktoobril ning 22., 23., ja 24.novembril töögruppides kontaktkohtumistena.
- Projekti on kaasatud maakonna kõik kaheksa omavalitsust: Väike-Maarja vald, Haljala vald, Kadrina vald, Viru-Nigula vald, Rakvere vald, Rakvere linn, Vinni vald ja Tapa vald.
- Projekti meeskondadesse kuulub ligi 60 haridus-, sotsiaal-, noorsootöö-, lastekaitse- ja rahvatervise spetsialisti. Lisaks KOV-idele ja VIROL-ile on protsessi kaasatud ka Sotsiaalkindlustusameti Lastekaitseosakonna ennetustalituse, kooliõdede ning Politsei- ja Piirivalveameti Ida prefektuuri Rakvere politseijaoskonna esindajad ning kaks eksperti.

“LÄÄNE-VIRUMAA STARTED WITH SCHOOL DROPOUT PREVENTION”
15th September, the opening event of the Association of Local Authorities of Lääne-Viru County (VIROL) 2-year project “„Development of Integrated Service Model for Prevention Work with Children at Risk of Dropping out of School in Lääne-Viru County“” took place in AQVA Hotel & Spa.
- The project focuses on supporting children and young people at risk of dropping out of school.
- During the process, innovative integrated cooperation models are prepared, including instructional materials for early detection and prevention work for local governments and educational institutions.
- Trainings for teachers of schools and kindergartens are conducted in each local government.
- Support teams are created at educational institutions, whose task is to share knowledge and promote the intra-school network.
The opening event and the entire co-creation process that follows is managed by the Sotsiaalse Innovatsiooni Labor (Si-Lab). At the first meeting, the project and the co-creation process were introduced, the participants received a mini-training on co-creation and service design (Rasmus Pedanik) and prevention (Jaan Aps). In the last part of the meeting, each local government team started to map the services and resources of their region, which is also an input for the next meeting.
- The next meetings: 3rd and 4th October (online); 18th, 20th and 25th October and 22nd, 23rd and 24th November working groups as contact meetings.
- All eight municipalities of the county are involved in the project: Väike-Maarja, Haljala, Kadrina, Viru-Nigula, Rakvere, Rakvere city, Vinni and Tapa. Project teams include nearly 60 education, social, youth work, child protection and public health specialists. In addition to the local governments and VIROL, representatives of the prevention department of the Social Insurance Board, school nurses and Estonian Police and Border Guard Board.
